How to get this Effect

I am trying to see what PP was used to get this effect. I love the look. Any suggestions is appreciated.  Thank you

 The look of the image. Looks like HDR or some painting effect.  Thank you and what Software will allow me to get this HDR/ Painting look.  Thanks

The look of a certain image might be a result of numerous factors, from lighting to post-processing. I do not see any particular look in this image. Looks to me like an ordinary studio shot in front of a hand-painted background. I do not see any HDR effect. Any software could do this, from Lightroom, Photoshop, all the way to iPhone standard one. If you know what you are doing.

There are gazillion canned looks and presets available on the Internet. I personally have a strong distaste for canned looks.

If this isn't your image you should credit the photographer or, at least, the source.

I assume you are referring to the top image.  To my eye it would seem that the woman was photographed against a Green Screen or something similar.  Then the woman was somewhat easily selected and put on another layer.  Then the painted background was either photographed or created in PS or another app.  There were then two separate layers to work on.  Once the Woman layer had been placed above of the Background layer the rest was very easily accomplished. And again, this refers to the top image only, since I cannot see any particular effect in the bottom image.  Simply a woman photographed against a painted background with somewhat decent back lighting.

Is this really worth pursuing? The OP posted a greatly downsized image for an educational purpose (Fair Use). It doesn't matter -- legally, morally or aesthetically -- who the photographer is.

Nor do I. I think the painterly effect is owed mostly to the background -- presumably a studio backdrop. And there appears to have been significant skin-smoothing in post (something like Imagenomic Portraiture), which could add to the painterly feel.

You're welcome.  I should have added: they use a lot of off-camera lighting technique to get a good base to start with before they dive into extensive PP.  Beware, it's not just about Photoshop.
