For security virus protection reasons, I keep my Macs and PCs off of a network, but what your saying makes total sense. I actually have a good cleaned up Windows 10 pc that’s already set up for the Z3200 and a legacy 8 core mac set up for the Z3100, so I’ll just do big file set ups on the mini and use the ones I have to send to the printers. Not a big deal for me, I’m used to that kind of thing. Not ideal, but perfectly fine.
Legacy Man does sound like a great name for a rock band.

I actually called Apple support asking your very question. They
said that there was absolutely no way to run an earlier OS X version than the one that the Mac had on it when it was sold. That being the case, while I don't have any personal knowledge of it there may be ways around this- ask your local hacker.
One of the ways I considered going was use Parallels to run Windows in "convergence" mode, so I could send it to the printers using Windows as a print server. This would eliminate the need for a separate physical print server. While there are advantages to that (untried by me but theoretically valid) method like the ability to make full-bleed prints, I'm perfectly okay with keeping an old MacBook Pro running Mojave as a dedicated print server - and that method doesn't require you to bilocate or move files from one Mac to another since the printers are shared from the Mojave computer to the one running the upgraded OS. I figure I've got another few years of life left on my two Z3200s and I should be able to keep this arrangement going for at least that time.
