There may be a sizeable group of people who don't care that National Parks are treated this way. To them they are just another place where they can go make a mess and not have to clean up after themselves because no one can stop them, so they may not see the government shutdown as a problem but rather see it as an opportunity. There are lots of people who would be happy to cover the east face of the Rockies with billboards advertising porn sites if they can make a buck at it.

Many areas of Yosemite have now been closed due to poop, trash, and limited resource protection.  It has been a real zoo. 

Forget using TP, use snow or ice instead.  Much cleaner.   :D
