Printing Problems

I tried printing a photo from Lightroom's print module and it came out terrible.  It has lines throughout the photo, and it has this sort of filtered look (almost like some type of instagram filter).  See below


Then I tried printing from the simple windows 7 interface which got rid of the lines, but added much noise.  See below


Because of this, I am guessing there is not a problem with the printer, but with software or settings.  Any ideas of what could be wrong?  It is high quality glossy Kodak paper printed with HP Officejet Pro 8600 Plus.  Shot on my Nikon D7000 at highest quality which I think is around 16MP.  The picture below is a digital copy of the photo.


Edit: It was set for ppi between 240-300.

Are you printing on the correct side of the paper?

Have you checked that paper is compatible with that printer/ink?

Have you chosen an appropriate paper in the driver/LR?'

Basically, it looks like ink is just pooling all over the paper.

I am using the correct side.

It is possible that the Kodak pro photo paper is the problem.  I feel like I have seen somewhere that it is supposed to work with
my officejet pro 8600 plus, but I am hearing online that it Kodak sometimes does not work with this hp model.

I have chosen the correct paper in LR.

When I made my first print, i plugged my drive straight into the printer and it looked good, but it would not let me control cropping.

EDIT: I tried printing with HP paper and still had the same results.  I am still thinking it is a software issue because I am getting different results with different softwares.  Any other ideas?  Thank you.

Have you tried plain copy paper?  It really looks like there's too much ink going down.

Can you show the settings you used?  The paper type and the profile you selected.  The colour looks quite different to the file you added so I'd guess that one of both and incorrect for the Kodak paper.  Also show what you used for the HP paper as that also gave you a problem.

When did this start?
Have you produced good prints on this machine?
Is so what paper and settings?
