How to manage/separate clients about usage rights.

Hi Guys,

I'm after some advice on how to manage or separate different types of costumers when comes down to usage rates.
I know the question itself may sound a bit confusing, but in my experience - and maybe here in UK  many people who are getting in touch with me as soon as they hear about usage rights and are getting even offended.
I know that for smaller companies/businesses there isn't much point to charge them for usage, but terms need to be in place - as the small business today may become big tomorrow, however I'm finding the whole situation very confusing - that is why I like to hear some more opinions on how you make the decision where is the line of when or who to charge for usage rates, up to the extend not to lose potential work.
