Yes and the percentage option should be available in Photoshop. The two should behave identically! Both with the Photoshop proper Info Palette and the readout's in ACR. Why Adobe has provided this disconnect is something I can't understand nor accept.

I think that the reason they show RGB percentages is because the underlying data is not 8-bit. But 8-bit output being pretty much the output (read printed) standard it would make sense to offer the 8-bit equivalent (mapped) numbers, as they do in the Soft Proofing mode.

But the underlying data is what it is when you soft proof and those percentage values are replaced with the 0-255 scale! Plus if the underlying data is high bit, the 0-255 scale is truncated. So I don't see how the underlying data encoding plays a role here. We just have a pile of differing methods of numbering these pixel values in two applications and they should match if the user so desires.

No problems here on Win 7.
The panorama tool does seem faster and it's nice to have an 'official' lens profile for my 14mm Samyang, so worthwhile for me.

The proposed direct Download is returned from that page Laura Shoe's Lightroom

There is also another direct download from that page Prodesigntools

But nothing from Adobe website !

I used Update… within Lightroom to get the download. FWIW, I'm using Lightroom 6 on a Mac (not CC).

Me too, but on a PC. The upload downloaded both LR 6.4 and an update to the App Manager (or some such thing), and installed LR with no problem but broke installing the "App Manager" thingy, which doesn't bother me a bit.

LR 6.4 works, fine, but I haven't stressed it much yet.

To get back to a more basic question, has the Import dialog issue been fully resolved? I've stuck with v6.0 so far to avoid any hassles, as that version recognizes my cameras and I didn't seem to be missing any great features. But I'd update if the Import window now looks pretty much like it always did.

Also, a friend has had problems with the Slideshow module under v6.1 to v6.3. Is this a known bug or specific to him and if a bug, does v6.4 fix it?

6.3 put the old import process back in.  I see no differences in it.
