LR to PS but Edit functions greyed out

When I take a photo from LR to PS to use Content Aware or Fill these and most of the options under Edit are greyed out.
If however I first open the photo in Camera Raw and then send to PS the Edit options work.
I believe the problem began after upgrading to PS 2019. Any ideas as to how to correct so that I can go LR to PS and back to LR and bypass CR?
Preference setting? Download bug?

I believe it is a bug with Photoshop CC 2019 (it happens to me too), but the solution is easy: Just start photoshop before you send any image from LR.

A bug it is and opening PS first works.

Adobe released a minor update for Photoshop CC (20.0.2) today, and this issue has been solved. Now it is not necessary to start photoshop before sending an image from LR
