Scan or photo?

I am not sure this has been discussed in the last year or two.

I would like an electronic copy of a high quality pen and ink drawing, i.e. B&W.  Does anyone have a view as to whether a scan (it is A2, about 24"x 16.5") or a photo with a prime lens would give a better image.  I do not have a scanner and would have to have it commercially scanned so cost is also a factor.  I assume that if I want the image to print later at 300ppi, then I would need an image of at least 35MP.  I have a 26MP camera, so not enough, but could use LR super resolution.

Just shoot it.  I’ve copied many items of artwork with both cameras and scanners.  Cameras are more than adequate now, especially for a relatively small item like you describe.  26MP will be adequate for a same-size reproduction.

You could also shoot the image with 3 overlapping verticals and merge them to a pano to get a higher res file.  Better IMO than an uprez.
