You may be suffering from "black holing."
One response that web site providers may take to denial of service attacks from hackers is to "black hole" certain IP ranges. What I mean is this: if hackers are either trying to take down a web site or trigger some vulnerability that would allow them to access the back end, they often use computers that they have captured--hacked--earlier. These are often PCs running Windows or old versions of Linux that haven't been properly patched. Macs are not immune, although less of a target. Forums, because of their interactivity, are often the target of attacks.
When a web site provider notices this kind of activity, they will ignore all traffic from those sources. Rather than ignoring a single IP, they will drop all traffic from a particular network. Those networks may be limited to a certain allocation to a particular Internet service provider (ISP). In that case, the innocent may also be impacted. The symptoms are what you describe--a web page that never seems to load.
This is often an automated process, and will usually end once the attack is over.
Of course, that is only one possible explanation. The Internet itself is held together with baling wire and duct tape. Your request and the corresponding response travel over many networks owned by many different entities.
Try again in a day or so, and you'll probably find that you can access the site without issue.
