I had been experiencing slow web browsing since an update and just discovered this solution. The console had errors "Path not allowed in target domain: type = pid, path = /System/Library/StagedFrameworks/Safari/WebKit.framework/Versions/A/XPCServices"
The solution was to manually reinstall Security Update 2016-002. The effect was dramatic. Thanks to Greg-51

Hi,
Same symptoms (logs & Safari behavior) but after doing security patch upgrade.
> OS-X 10.11.6 / El Capitan
> Security Update 2016-002
Corrected after manual reinstallation of the security patch (it requires the use of another browser).
> Download Security Update 2016-002 (10.11.6)
