I like the composition. I might try to put a little more "pop" into the colours, but presumably you prefer this nicely muted treatment.

The problem is there isn't any light....photographically speaking. I'm not sure it would be good in B&W either. The elements and composition are good but it does need light.

No need to saturate colors, because it'll be unnatural.

The shot appears underexposed. Either by camera (by default), or photographer (deliberately). If the latter, than perhaps making it even more so and changing the white balance, say toward blue, would make it less drab and gray? Many years ago, I remember a portfolio in Popular Photography magazine about that, i.e., turning subtle-lit landscapes into a work of art via underexposure.

I agree with what a few others have said.

The composition is nice.  But really it needs some more life with some interesting light.  Sadly we can't just make that appear in post-production, and even more sadly sometimes you can wait for days for good light and it never appears. 

Here without any texture to the sky/clouds it is just a grey nothingness that is, without a better word to describe it, boring.
and without any shadows/light on the foreground there is nothing to draw me into the scene.  Sure the lines lead into it, but I feel like I have to take the journey into the scene myself rather than naturally being pulled in.

Just fine, for that melancholy feeling. B&W might lift the mood.
