Is it possible to run the new NEC 4K monitor, the PA322UHD, with a Mac Pro 2009? I assume I would need a new video card to achieve the highest resolution. I know the Mac Pro 2013 is the easy route, but I would prefer not to have to upgrade both the monitor and the computer right now.

Sure but like you said, you would need a video card that is MacPro compatible that supports 4K resolutions.

You may find a third party video card that supports 4K that will work in the 2009 Mac Pro - emphasis on 'may'. However, such a solution will be a hack and could potentially be broken in a software update.
I pondered this issue before I placed an order for the new 4K Spectraview. I own a 2010 mac pro server and decided to punt for the new mac pro with apple 4k support to ensure reliable operation.
Keep an eye on the mac forums at mac rumours - someone is bound to have a card that works for 4k on the 2009 mac pro. Just do keep in mind it likely won't be apple supported.
