It's a high-key, multi-layered landscape, at least in the middle and upper portions of the frame, and an interesting way to present such a scene. The very light sky and very dark water make it seem much heavier on the bottom. In all of this, I'm trying to figure out how I feel about this presentation. I'm not entirely sure, but the fact that the processing is so obvious along with my lack of an immediate reaction suggests that, for me (and that must be emphasized), this creative endeavor might not work entirely as hoped. Still, I like the uniqueness, and this is one to which I'll return and think about for some time.

It's really lovely. Very tasteful, understated, and with no (obvious) gimmicks.
I would have been tempted just to burn in the very top of the sky with a grad filter. As it is, the top of the picture fades away without a defining edge. However, this is just my very conventional opinion, and you may well disagree.
Another picture that I would be happy to hang on my wall . . .

My feeling, too, is that I would want to try and balance the top with the bottom edge by burning in the top a little. It might not work, but I would want to play with it. I like the shot very much.
