Title: importing from laptop to desktop

How the best practice to put previous work onto my desktop from a laptop.  And making sure that both are synced?

The easiest (and best) way is to export your images as a catalogue from your laptop and then import that catalogue to your desktop.  File/ Export as Catalogue and File/Import as Catalogue.  Some people use Dropbox to backup and keep their catalogues synched.
