Suppose I have published a web gallery and notice a small error, such as a misspelling in a caption. Is there a way to make the fix and upload only the changed page rather than re-publishing the entire site? Thanks.

Only by editing the HTML.

My understanding, from creating my own site using LR (before I switched to a plug-in site creator, is that you can only publish pages from LR, not complete sites. So the answer would be yes, you can update only a page at a time, if that is the case.

In the case of HTML-only galleries, I was able to create the kind of update you're talking about (correcting text errors in site title, image captions) by replacing only the Index.html file(s) and the Resources folder in the galleries. This is simply my experience, and is only anecdotal.
I've not been able to change things like Color Palette selections using the same approach. Not sure where the files lie that convey things like color palette.
