Hi,
It seems that No Color Management does not apply when printing on an EPSON with Photoshop CS 64bit under Windows 7. It's there but does not apply.
Is this true?

Yes unfortunately it is true. Adobe left it out on purpose for both Mac and Windows. Adobe says they are coming up with a separate utility to do this but it is not available yet. I ran into this when trying to print targets to have custom printer/paper profiles made for my new Epson 3880. I guess you were doing the same?
Eric Chan has a workaround for the profiles he sells. It is very similar to the Adobe workaround (they have three items in the TechNote I mentoned - Chan's is like #3)
Another option is to print from CS3 or CS4.
