Any ideas on how to solve a 87:10 error on a HP Z3100? The print stops mid print and I have to turn the printer off to clear the error.

Go to the Wiki Z3100 pages and download the service manual.
The 87:XY errors have to do with the scan axis encoder readings.
The SM explains what to do.

Any thoughts on when and if HP will replace the Z3200. I have been hoping HP would change the paper feed mechanism.

No idea. All kinds of rumors I read here and elsewhere. The Photokina site says HP reserved considerable booth space though so I guess they still have to show something in september.
Yes, the paper feeding has been under par from the beginning.

We cleaned the encoder strip with qtips with water - it was really dirty where the print head sits. I also got a paper jam error that wouldn't clear. After cleaning the encoder strip the error disappeared for the paper jam and the 87:10 error. Could the encoder strip being dirty cause a false paper jam error?
I am interested in the replacement for the z3200 and hope HP will adopt a vacumn system.

There are many ways to make an encoder strip dirty: paper lint, wet printed paper touching it while clearing a paper jam, etc. But I had that more with Epsons than the Zs while the last's encoder strip is more exposed.
I can't help it, I like both my Z3100 and the Z3200 despite some design flaws. The print head technology, alignment, ink feeding, dithering, ink, are all excellent. The HP docs on the use of third party media, the calibration-profiling. I have been very lucky with maintenance, not needing any service and the more you get to know a machine the more you feel at ease with it.
