I need to make 40 thumbnail images from a folder of larger images. I need something that will take horizontals and verticals and produce a set of jpegs with a max dim of 180px at 100ppi.

I use LR - just create a preset with the dimensions and PPI, you're good to go.

have a look at Faststone - that has the ability to generate thumbnail prints and it's free

Either use Lightroom or Photoshop. Lightroom is really easy as Harri pointed out.
See LR's export preset panel for an example:

Can't say this is a "best" tool but it is fast and free. Depending on original image size and computer processor it will batch process images at the rate of 2 or 3 per second.
