If you can find a Kodak 3800 cheap they are excelent simple cameras and get surprisingly good photos which I have printed to 8"x10".  See www.daz.net.nz for some examples.  Not sure if it fits your budget though.

Since most of you are avid photographers, I thought you may have run into this when looking for a camera for your kids.  My nephew, who is only 3, loves reviewing pictures on my digital cameras.  I let him play with taking and looking at pictures on my Canon S40 and he was surprisingly good with it.  For Xmas, I was thinking of getting him a cheap digital camera.  I found a some for kids doing internet searches, but they tend not to have an LCD screen for reviewing the pictures (best seems to be the JamCam).  I am looking for a cheap camera, that only needs to be 1 megapixel or so, with an LCD screen on the back.  Any recommendations?

Try epinions.com. Under the digital camera section, I just sort by price and than look for one with a good rating. I also stick to things that have been rated by as many people as possable. Also If I can finde it in a store I go and check it out to be sure.
