Title: Resizing PANO's in CS2 - When to use Resample?

Hello All.  I am trying to learn when  how to properly resize a photo in CS2.  I have been doing PANO's lately, and I have had concerns over losing image quality during resizing.  
When you are downsizing, or upsizing a photo, when should you check or uncheck the "Resample" box?  I understand that image quality can suffer when pixels are added or subtracted, so how do you avoid this when resizing?
I know now to crop the photo to the size desired, then you should not have to resize up.  But what if I want to downsize a photo for the web?  I know how to get a photo on the web, but I'm not sure if I am getting the best quality when I do.
