When i use 8 1/2" x 11" paper on my Z3100 24" printer the towards the end of the print I get an out of path warning and while the LCD screen reads 1min 24 sec left to print the printer stops printing and the last 1-1 1/2 " of the print is unfinished. Any suggestions?

Use larger paper.

What is your image size?
What margins do you have set for your paper size?

Image was smaller than paper.

How do you have "margins/layout" set up in the print driver?
-
Have you turned off the paper skew check function? When this is turned off, it seems the driver ignores the paper size setting and assumes a much longer page. When the printer runs out of paper unexpectedly, it abandons the print job. This is my experience at any rate.

IS this a standard or PS model?
It does sound like a page set up problem, or one of the optical sensor. Since I haven't heard of others with problems on the page description and are able to printer A4 or letter , it may very well be hardware. It's something that HP tech support may have a series of tests to determine online if the sensor is working as expected.

To elaborate a little, even if I have page setup set at letter size, and have the skew check function turned off, the diagram of the paper in the print preview section of the print dialogue indicates that the paper is very long. So in my case at any rate, it is more of a driver issue than a sensor issue. In other words it refuses to acknowledge the length indicated in the page setup setting. Then of course it runs out of paper during the printing.

HP will service the printer tomorrow for a optical sensor malfunction.
-
Sounds right. Each and every page loaded is measured for width, leading edge and mid point skew, and the trailing edge is measured by the sensor in the feed path when the edge passes the sensor. IF it isn't working correctly then it will signal the size of the media other than expected, and write this dimension in real time for set ups.

New optical sensor in, the printer is up and running.
