You may recall that last summer (August) Reuters published and then subsequently withdrew two controversial pictures taken in the Lebanon during the increased hostilities at that time.
Well they have now had the internal investigation and published a set of guidelines on the use of digital image processing for it's photographers and freelancers.
I found them quite interesting. You might too...

"Reuters photographers, staff and freelance, must not stage or re-enact news events. They may not direct the subjects of their images or add, remove or move objects on a news assignment. Our news photography must depict reality. Any attempt to alter that reality constitutes fabrication and can lead to disciplinary action, including dismissal."
I guess Joe Rosenthal would have been fired for his famed flag raising on Iwo Jima photo!

Sounds like they really want to add add the 11th commandment (thou shallst not get caught)

Joe Rosenthal didn't recreate the flag raising, that was done by commanders in the field. Mr. Rosenthal shot both, submitted both in that the film was sent out to be processed but it was the editors that chose which to publish.
And as for the "11th commandment", isn't here already a commandment that says we shouldn't lie...
