Good documentary image.  I'm confident that each message is in response to a legal suit against this city that the city lost.  Moron pedestrians > moron legal suites > moron juries > moron signs.  I know the ship was sicking when I first read gadget instructions that warned users not to take their electric hair dryers into the shower.
