If the habit of  feeding the pigeons is unhealthy for them,the habit of smoking is unhealthy for us and for them  :)

Thanks. Here, it's forbidden because pigeons and other birds cause fouling on building and they try to limit bird population and density. The city employees feed them with contraceptive seeds.

City pigeons have no natural foes and reproduce ad libitum. Not only because of pigeon feeders (persons) but also because of littering and fast food waste.
It is an issue of public health among other things. Not only for humans but for pets and other animals.
Seems reasonable to me
