Title: Photoshop CC 2020 buggy behavior

I use Photoshop 2020 cc on my 2013 Mac Pro, OS 10.14.6. It was acting very buggy: froze up a couple of times, wouldn't do routine editing tasks, so I trashed preferences, and that didn't fix the problem, so I uninstalled it and didn't save preferences, then reinstalled it. It is now actually worse. When trying to crop a photo open in Photoshop (a tiff), I get the following message: "Could not complete your request because it is a not a valid Photoshop document." Also, when I first open Photoshop I get a screen that says:"Due to a problem initializing CC libraries, existing links to library graphics will appear broken and new link creation may fail." Any thoughts about what is going on?

I would uninstall and install again...
