My newly installed Windows10 does not give me Detail enhancement. Does it mean my Windows 10 does not include Oct/2018 update? Please advise how I can install this Windows update.

Check out this thread. Several people (including me) had to force an update.

Thank you much. I will give it a try. Several people state this enhancement feature does not create meaningful improvement at all and some states otherwise.

I read that the Oct 2018 Update wasn't ready for primetime until just a few days ago. The update was pulled when it was revealed that it caused more harm than good on a number of systems. Had you not forced the update, Windows would have eventually updated. You should be thankful that you did not update earlier.

Sounds plausible. I did not “force” a download, yet about 7 days ago my routine Windows update put the 1809 update in effect and I now have access to Enhance Details.

No, it was pulled but eventually released with fixes. I updated about a month ago.

I actually manually updated to 1809 the end of December. Fortunately, no issues. I hadn't heard about the problems until later.
I've never used the "detail enhancement" because, frankly, I don't see any real difference in the rendering.
