Title: Paypal/ Ebay chaos question.

Anyone see this yet? Camera store offers a partial refund on item that was not as described, sends  a partial refund (Paypal) , but then voids it before you withdraw/ transfer the money.

Then they screenshot it, before the cancellation, appearing as if they sent it ok, and then say we sent it fine --- call Paypal!

Was this actually through ebay? If so contact them. If not then call or log into PayPal as they suggest.

Thanks Bob, I got ebay on phone, but she said it's a papal issue and to contact Paypal, so I did chat with paypal for 1/2 hr, but then got disconnected before anything was accomplished.  The chat guy in India said to ask the vendor to help me before we got disconnected.

I sent an email and got boiler plate response, so I'm replying with the letter again to the boilerplate response.

I also tried to call but it was 50 min hold, and I had to go.

Where is this seller located?  Usually you just file a complaint through ebay's system (if bought through ebay.)  What was this seller's ebay feedback percentage?  I generally stick to sellers with 97% or above.

Kent, I was on the phone with Ebay, which was not so bad,  and they said call Paypal. It's a paypal situation. 

It did not occur to me that Paypal, being the chaotic monopoly mess that it is; actually does not keep a detailed records of refunds payments that are then voided/ cancelled, as a non-monopoly company bank that cares about it's customers would. It just vanishes into air.  Call Paypal.. And again Paypal is a hall of mirrors. Try to call them sometime. Do a chat with Paypal see how that goes.

Sorry. Any PayPal account user can look at detailed transactions going back for years. Money does not "vanish". If it is not there then it wasn't sent.

There is no record of it then that the refund was ever offered. None. A real bank like BA or Citi would have that listed for sure: Refund, cancelled etc. Not Paypal. Not there.  If you have not experienced it you would not know. 

Getting them to help is a black hole so far, unlike a normal bank or card processing company.

I can only say the same thing again.
Whether or not you transfer the money out is irrelevant.
No financial organisation "deletes" transactions. They have to be reversed with another transaction and every transaction has a Transaction ID. An email is sent to the parties with the Transaction ID and the names of the parties involved. As far as I know it is instant.

You can go into your account and select Activity and see everything that has ever happened. So if nothing is there then nothing was sent.
It is possible that the vendor intended to do a refund, got to the step before confirming, and then cancelled. Of course that could be deliberate or accidental.
Ask the vendor for the confirmation email or the Transaction ID.

Bob, got it all sorted out today. thanks.  I left voicemail with Paypal and guy in Philippines called and was pretty good. Issue was the 2nd refund was in my credit card statement not checking account Paypal is tied to, and I did not look there.  A bit of Chaos even he admitted, two refunds different types one going back to paypal and the other delayed with an echeck going to credit card. Did not pay originally with paypal but credit card.

That's probably why PayPal won't refund you (:-)
