Every time I open Photoshop cc  my images  crop to a tilt.
Is there anything I can do

Never seen anything like this before and it is certainly not normal behaviour. The only thing I can think of is that you have the crop tool set to systematically produce some degree of rotation, if that's possible. Anyhow, have a look into your crop tool settings.

At the very least, what if you select a different tool than Crop then quit and reopen PS?

The crop tool is/was the last tool used AND you have a 'stuck' keyboard key?

Press R on the keyboard and reset the tilt. It happens to me sometimes.
