yes that is a windsurfer, cutting a line towards the shore. Framah, Slobodan thanks for your comments.

Next time,... if there ever is,... I'll pay more attention to composing the shot to better balance the left and right image sides with the top and bottom compositional elements. When I took the shot, I was peering thru a rectangular open space of a concrete balcony.
