De-focusing or de-zooming?
Why didn't you tell me before I made the post? You're right, of course. It's the latter. :)
PS: Couldn't we say, dynamical defocus?

De-focusing or de-zooming?
It looks like de-zooming to me having tried this effect myself some time ago (is that actually a real word de-zooming?), but what the heck, I really like the first one Rajan, as it looks very artistic to my mind and a very different and unusual rendition of a subject that has been photographed many, many times before. So to walk away with something different, really is quite a feat - bravo!

Cool effect, works well with the muted tonal palette.

Those are nice. I have only used a similar technique with fireworks which is also pretty fun.

De-focusing or de-zooming?
Wouldn't it be just zooming? In or out...

Perhaps. But my thinking goes like this: first you have to zoom to a desired focal length - that is zooming. And then you have to zoom back (or forth) or de-zoom. Plus I was mimicking de-focusing for rhetorical purposes ;)

This is true...

It's a new take in a classical location and it works perfectly...

Thank you, gentlemen. This was a playful spur-of-the-moment 'experiment' and I was hoping I would get at least one worthwhile image.

I agree.
A fun variant.

The first two for me.
