Along with that erroneous Camera Raw warning I'm finding that the transfer from LR to PS now takes much longer, as much as a full minute. Then, when the image finally appears in PS, it takes at least another 30--45 seconds for editing controls to work. Is anyone else experiencing this? Thanks.

Not for me (on Windows 10).
Do you select the "Open anyway" option in the spurious ACR version warning, or "Render using Lightroom"? If the latter, yes it will be slow. The one to choose is "Open anyway".
If you've chosen "Render using Lightroom" and told it to suppress the warning, you can get it back (so you can choose the other option) by Preferences -> General tab and click "Reset all warning dialogs".

It is my impression that it is a bit slower, but not much - just enough to notice. And I suspect this might be related to the fake error message, but that's just a guess.
