I work in higher ed IT and got bitten hard by the “Installation failed” bug while trying to install the CC 2017 Master Collection in a lab setting earlier this week.
Oddly, the very same installer (enterprise build) worked the week before. A fresh and updated rebuild did not help.
At any rate, we corresponded with Adobe and they have been deluged with complaints. They identified 2 of the apps that were causing the issue (Scout and one other odd thing I don’t recall ever hearing about before).
A fix is expected Monday (2/27).

Update: Adobe has still not greenlighted making a new installer build, so I assume they are still sorting out the problem.

Probably had the same problem. I installed a package of Adobe CC on about 15 computers in 4 weeks time. A few days later i wanted to install the package on 3 other computers and suddenly the installation failed.
I've downloaded a new package, but again the installation failed.
At the end i made a new package again, but only with the programmes which will be used regulary, PS,BR,LR,PR, installed it and voila! it works!
In the meantime i've been in a chat for 3 times with the Adobe helpdesk, but none of them told me about a bug....

Project Felix is part of the problem (along with Scout).
I think our Visual Arts people need all the bloat so a trimmed-down installer is not an option, but it's nice to know that works.
One workaround I have at the moment is a complete reimage of any computer(s) with an existing image including CC already installed, but some of the newest apps would be missing.

Funny you mention Project Felix, because one of the Adobe representatives on the chat started to build a new package for me, and he excluded Project Felix and some other software, but he didn't mention why.
I hope they come with a solution soon...

Just had time to try it on 1 computer, it looks like it works!
I installed a package without Project Felix and Scout.
