They're fishing. It's a new sport that's designed to save the oceans. It's supposed, as a side effect, to displace the chess players as the next cliché for city pictures. This is only a pilot scheme; if it catches on, expect to see similar tanks making an appearance at a pedestrain thoroughfare near you.

Far from it. This was taken at on of the night markets in Taipei. These guys were very serious about it though.
