If I was trying to tell a stronger story with the wheel, I'd crop it to a sq, the people and highlights from the sunset don't seem to add anything.

It just doesn't have enough of those highlights in my opinion. More light hitting the wheel would have helped a lot I think. The foreground and people are dark and hard to make out.
I think more light would have made this a different shot.
