Is this even possible ? I would like to visit Iceland in September. Car rentals seem to be a fortune over there. Is there a more budget way to get around and then do day hikes ? Any tips would be great. I don't mind backpacking and sleeping in a tent but in not sure what the rules for pitching tents are in that country.

It's possible but not as easy. You would have to look into bus services, internal flights, and hitch-hiking. As far as I remember they really only want camping in designated camp sites.

We travelled around Iceland with public transportation in 1980 (!), at least in the summer there are 4x4 busses which drive also the inland routes like Landmannalaugar. I do not know about September, though, but the ring road should be doable at least.
I suppose camping is quite OK more or less everywhere like in all Nordic countries, but there are places where new tracks stay visible for decades (moss fields on lava sands), if not centuries, so be considerate.

If you Google for a company called SADcars (yes, seriously) you will find car hire at less exorbitant prices.
