This is a screen shot of my "new and improved" PS 2015 interface...how do I fix the outsized layers and such?
They are about 3x bigger than in PS CC.

Had that problem, fixed it.
In Preferences->Interface. Find UI Scaling, about midway down. Mine was set to Auto. Set it to 1. Fixed.

You were right Larry...Preferences>Interface>UI Scaling...change to 100%
They have also done away with the "Save for Web" option...what is now used?

No they haven't.
Adobe just did some thoroughly foolish and misguided "tidying-up" by moving SFW and hiding it in their new Export module.
Learn the KBSCs to go directly to SFW:
Mac: Cmd Option Shift S
Windows: Control Alt Shift S
Use those, and you will never have to endure a visit to the Export menu again!

Been there, done that, with less than adequate results when starting from a ProProto 16 bit image.
I now change to sRGB 8 bit and save as jpeg where you have a IQ setting...then upload to Photobucket.

The UI scaling on my computers (Mac Pro 2009, MacBook Pro retina 2013, both with Yosemite) are grayed out
