What is the best deal out there?

The official upgrade price is very steep.
If I recall correctly you get a discount of 31% of the official list price of the P30+ which is an amount around $4.5K.
Again if I recall correctly that still leaves $17K+ to be paid...
In December there was a promotion of around $15K for the upgrade.
A lot of money for a nice screen imho...

Hmm not really the iq is a different sensor than the p30 and i get 1/1600 and better speed.

I was told $11,990 from Capture Integration around 2 months ago; classic warranty, not value added.

That program ended at the end of 2011. Phase One had some very aggressive trade in programs for the 30+/45+ and the H20/H25's.
Jozef the programs in place now are the normal % per megapixel.
I would contact your dealer as sometimes we may have other things such as a non-manufacturer trade in program that may suit your budget better. Or you could sell it on the open market then purchase a new or demo system. (https://digitaltransitions.com/product/used-digital-backs)

The recollected price John has noted is not quite accurate, though it was based on pricing from a Phase One Trade-In program. If the best pricing for our clients is via the trade-in program that is what we will use. If it is not, then we are not bound to it and may create a better scenario, if that possibility exists.
