From what I found by doing a little research that this L100 and L200 is designed specifically to Indonesia and the first market in the world market. I doudt they will ever make a printer in the realm of 3800 or above with this capacity.

At those prices a set of 700 inks for a 9900 would come in at $605, not counting the cart and if all the inks where available

Is this pigment or dye ink?

The Epson B500DN and the B300 deliver about the same pages per cart without a CIS. At least 2 years old models now.
My best guess is that the Indonesian market can not be profitable with the existing Gillette marketing model so they defined another Gillette marketing model. I doubt it is more altruistic.  Like the B models loaded with Durabrite pigment inks, 4pL droplets so not that interesting for photography, not even for  a change to quad sets.

From the ad: "Only Epson inks assure you of brilliant prints. Every 70ml bottle of Epson super high capacity ink comes with a unique 13-digit code that ensures its authenticity"

Now, isn't that nice of them? >:(
