If memory serves, the 10D has a mirror lock up option (I think coupled with a 3 second delay).  I know the first digital rebel didn't.  Anyway, check your manual on how to activate Mirror Lock Up and combine that with a delay.  You press the shutter, mirror flops up, a couple of seconds later after the vibration subsides, the shutter releases.

I want to make about 1-3 second exposures with my 10D, and control when the exposure begins--night time action shots.

There is no apparent way to attach a cable release, like a traditional slr film camera.

How can I accomplish this?

Look for a 3-pin jack on the left side of the camera. It's for the remote shutter release.
