Title: Opening images--default image size in PS

Hello.
 When I import images into PS, I'd like them to default fill the whole screen, vs fill about half of the screen with a shrunken image. Is there a way to get PS to open images in this manner?

I've got an action that does this, but I'd be interested to hear if anyone knows of an automatic way to do this.
