Title: Rulers in Photoshop CS3

Is there any way to set the rulers in CS3 to decimal inches?  It does not show up on the "Units and Rulers Preference" as an option.  I suppose as a work around, I could use cm or mm.

None that I'm aware of.  You've seen the options available.

Another work-around is to set the grid spacing to 1 inch with 10 subdivisions...
