Title: Moving photos around workspace in CS3

Sorry to all if this has been rehashed but a search brought up nothing.  In CS3, when a photo is opened, I can no longer move it around simply by placing the cursor on the top bar of the photo, clicking, and moving it around.  I have to now click on the logo in the upper left corner of the photo, select move, and then the photo can be moved around the desktop--but only once, then the process starts over.  This is exasperating.  Is there a workaround or fix or is this a bug?
Any help will be appreciated!

Hit the 'F' key to get out of the new semi-windowed state...not, this is sticky for other images and PS CS3 relaunches as well.

Thanks, but I am not sure what you are telling me to do after hitting the "F" ... please elaborate.

When you FIRST open Photoshop CS3 and open an image, it's in the new semi-windowed state. Hit the F key until you get the separate document window with a title bar. Then leave it...it's sticky.
