Title: Best resizing technique for prints?

The native print resolution of my Epson 3800pro is 360dpi according to Google Picasa.  Therefore, I open all my RAW photos at 360dpi and use PhotoShop to shrink images and Genuine Fractals to enlarge images to fit the appropriate paper size output desired while maintaining the 360 dpi.  I do this because I have read various sites that state the printer driver will upscale or downscale photos to the native resolution required, and Photoshop and Genuine Fractals are better at resizing than the printer drivers (with the exception of RIP apps).  Correct me if I am wrong anwhere.. Thanks.

Sometimes I capture a great shot on my 10MP Nikon D200 and want to print a 16 x 24.  Since a native printing resolution of 360 dpi only allows for a print size around 8 x 12, I was wondering which is the better option:

1. Upscale the photo to 16 x 25 (approximately 500%) using Genuin Fractals, or
2. Downscale the image slightly to a 180 dpi and let the Epson driver deal with the interpolation.

There are perhaps as many opinions on the "right" way to perform this task as there are photographers!  Here is one way that I find works well IMHO.
