Often this panel disappears and the only way to get it back is to close LR and open it again.
Any comments?

Sorry, I can't help.
Except to aske whether you have any "anti-maskers" living in your house. :-\

It may be a bug. Are you on a Mac using LR maximized on the screen?
I read about a similar issue and the panel reappears if you minimize or resize LR (going out of maximize)

You might start by telling us exactly what version, on what OS you're using.
Then you might get more traction asking here:

I think this may be down to Slobadan's dry sense fo humour.

I tried using Liquify tool in PS as a remedy, to no avail.

That is helpful, thanks.
The moment I manually tried to resize the screen, the panel reappeared and stayed there when I returned to its original size. That is quicker than shutting down and reopening LR.
P.S. I am using LR Classic on Mac, latest everything (software-wise). 2019 27” iMac 5K

Latest everything for you is meaningless.
When (if) you're ready for actual help here, and you can provide specifics, post.

MacOS Monterey, version 12.1
LR Classic, release 11.2

MacOS Monterey, version 12.1
Which isn't the latest version for one.
Now, next time this panel disappears, do try typing K, M or N key; what happens?

I have the same problem occasionally. After restarting Lr the Mask Panel is back.
Mac Pro 2019, Monterey 12.2.1, Lr 11.2

Which isn't the latest version for one...
It just got updated overnight (it is on automatic updates, so I assumed yesterday it was the latest.)

12.2 was released on January 27
12.2.1 was released on February 10, 2022.

Another problem I have noticed is that randomly when checking or unchecking a mask in the mask panel, Lr freezes and I have to force quit and restart it.
This happens on a Mac Pro 2013 and a Mac Pro 2019 both on Monterey 12.2.1 and Lr 11.2

Try resetting the Camera Raw preferences:
Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"
