Title: Cannot Delete Entire Catalog Keyword List

I am trying to clean up my keywords and start fresh by deleting all the existing keywords. I've managed to delete all but twelve. When I right click on one of these keywords in the Keyword Library -> Catalog Keywords list, I get a confirmation popup. When I select "Delete", I get another popup that says "The action cannot be applied to any of the selected items".

I do not believe any of these keywords are assigned to any photos. When I filter for photos who's keyword field is not blank, nothing comes up.

How can I delete these twelve keywords?
