May I ask where and when?
Responsible dog owners in Moscow cover their dogs' paws when taking them out for walks in winter. The chemicals the snow-removal crews use irritate (and do who knows what else) to fur and flesh.

Only time I've come across this, is where people taken their dogs out with them when they go biking and where the rock surfaces the dogs run on is quite abrasive on the pads.

This particular stretch of street is a prime foot traffic zone. Hundreds of school kids use this spot waiting for buses. Hence the massive amount of discarded gum coating the sidewalk. Dog owners like their dogs....so you get year round boots.

I'd be so glad if some particular dog owners would not only love their dogs but also love the sidewalks. Tramping down discarded gum is only one option to ruin your shoes... :(

Here in UK, folks carry plastic bags to pick up their pooch's poop. I'd love a couple of dogs but don't have the stomach to pick up their mess. No point picking up dog crap only to replace it with human vomit.  :-[

Chewing gum on pavement [or sidewalk in American] is becoming less of an issue too.
