I disagree though that it is meant to be as an easy find when looking spontaneously:
a design is a way to guide one through the website; and scrolling down even slightly is by no means underlying an important feature.
1) In fact currently the bottom menu looks like a small footer rather than an ordinary menu item, like the one one sees first when opening the page
2) no matter the size of the browser window, the relevant footer is initially always hidden
On top of all, there is no secret about the Adobe's policy towards plans and the design supports the idea nicely, no conspiracy theories needed.
