If I had to guess I would say that it has to do with the difference in elevation between the picnic table and the trash can to the right. It's not very accessible so a person would really have to "try" in order to use it. Anyway, that's my story and I'm sticking to it.

Before I left town a few days ago [seeking Deep Inner Meaning or a steady job], I caught Bernard's first reply and assumed all was well.

Now, I worry.   Have I prettied it up in black & white too much?

By brighting the green etc, I minimized how hard the sun was coming down and thus how unlikely it was that anyone would sit at that table.  Johnny Johnson was right.
