My eye is instantly attracted to that rock in the lower left, only wish that there were more just like it (it could be wood)...

Lovely location. To me, the foreground dominates the waterfall, I want to see more of the latter.

I agree, my eyes tend to stay on the foreground rocks and only spend a couple of seconds on the waterfall.

If you look to the right hand side, you'll see coloured ribbons. These aren't uncommon, being offerings to the water spirits, genius loci, local gods, etc. Trees at the spring near the old Celtic church at Madron, are covered in the things.

However, I think I still prefer the first version with the foreground rocks.

This one gets my vote. It has more power to me.
+1 - power is in the water/energy/gravity/action of the event, not in the stationary objects surrounding the power - if all the rocks looked as cool as the one distracting one, I'd argue strength in the anomaly but most of the rocks appear generic, and the circle of rocks appears almost unnatural or man made.

I prefer the latter one as well. It conveys the force of the water more so than the first.

Yep, I vote for the later one also.  Including the foreground adds too much detail for me.  Without the foreground, you can push the details a little further around the falls.

I also prefer the later....the foreground in the first seems to take away from the focal point.

The foreground in the first one sets the scene nicely, therefore it gets my vote. Well processed and likeable.
