Issues with Photoshop CC resizing

Hello,

I am trying to resize an image in Photoshop CC for the first time, even though I had CC I had still been using CS6 for a while. When I try and resize an image which is basically square from 16x16 @ 300 DPI to 8x8 @ 300 DPI, it automatically resizes it to 8x8 @ 600 DPI, and when I try and change it to 8x8 @ 300 DPI by  editing the resolution number it will increase the size of the actual dimensions in inches back to the original, how do I unlock resolution from the other two items? help greatly appreciated!

Have you ticked the "resample" check box?
